Halfdan Mahler, Director General of WHO 1973-88: How to contextualize his life and work

Abstract: Halfdan Mahler comes down as one of the most prolific Director-Generals of WHO. His name is closely connected with Primary Health Care and the call for ‘Health for All by the Year 2000’. He is known a fierce opponent of sophisticated, hospital based medicine and ‘technological fixes’, but also as a firm believer in planning.  This paper presents some early reflection on how to understand the life and career of Mahler, and asks in particular how Mahler’s experiences with TB control in India in the 1950s shaped his views on global health.
